Finally figured it out it was due to some permission problem and i had to apply the  SYSTEM user with full control on the folder c:\windows\system32\logfiles\wmi\RTbackup. Windows Could Not Start The Windows Event Log Service On Local Computer Access Is Denied I found the following articles helpful in resolving the problem - basically granting the SYSTEM account full control to the %systemroot%\system32\LogFiles\WMI\RtBackup folder.

Make sure the changes you make get applied.   Restart your computer so the ACL's are refreshed.   Once you come back up from the reboot, things should be pretty much back there are probably many more folks that do not even know there is a problem, because they dont use the event logs!!!   Microsoft needs to get their stuff together!
