Uninstal led winzip and problem went away. So, I did not believe it was a driver issue; however, I booted to safe mode and the error did not occur. I really dont want to clear my laptop because i dont have any problems with it except this recent message. After switching to Firefox and ie10 instead of ie11 with no good results, I ran all 7 Solutions. read this post here

Many Thanks to all who contributed. The damned thing has to restart windows before I can get anything open. Tech suggested I run ccleaner.exe and it solved problems on that machine and my other 2 machines in non-related areas.
