I don't know if this would have been the revised installer, but I'm guessing not. WMC on WIndows 10 working, I can finally move all my machines over to Windows 10 ! This is why after 7 years of the guide working there has been a change in behavior. It goes through to 99% downloading, sticks at that for a around 20 seconds, then completes, but can't see the download ?...
