A few hours of research later and a few errors, I was able to instal a current certificate on the server. My question is this: When importing a certificate toa laptop, it will default to placing the cert into the "personal" cert store. A short-term workaround is to set up forwarding in Outlook to send any new messages to a different email account that is more readily available to and from your phone. I didn't even need to do a soft reset.
the problem was, that the cert was outdated. It's like it doesn't see the certificate even though its listed. I hope this information is helpful.
